On Wednesday, the authorities met with M/s RITES (Rail India Technical and Economic Service) Ltd. under the direction of UT Adviser Dharam Pal to discuss the next course of action and comprehensive mobility plan (CMP) for Tricity.

To compile the alternative analysis report (AAR) and the detailed project report (DPR) for the Metro Rail project, the Chandigarh Administration agreed on Wednesday, July 5, to consult all stakeholders, including Haryana and Punjab. The administration is eager to prepare the reports following the Government of India’s directives.

Following the Union Ministry of Housing and Urban Affairs (MoHUA) approval of the eagerly anticipated Tricity metro project in June, the development has taken place.

The Tricity Metro Project, a significant urban transportation initiative, has gained traction in the northern region of India as Chandigarh joins forces with Punjab and Haryana to prepare the Alignment Alternatives Report (AAR) and Detailed Project Report (DPR).

This collaborative effort aims to establish a robust metro network connecting the three cities, namely Chandigarh, Mohali, and Panchkula. Once the AAR is completed, the project will prepare the Detailed Project Report (DPR). The DPR will delve into the finer details of the selected alignment alternative and provide a comprehensive blueprint for the entire metro network. It will outline the specifics of the proposed metro lines, station locations, infrastructure requirements, estimated costs, project timelines, and the overall implementation strategy. The DPR will serve as a guiding document for the subsequent stages of the project, including the design, construction, and operation of the metro system.

RITES presented the Mass Rapid Transit System (MRTS) planning principles, processes, and policies during the meeting following the MoHUA’s Metro Rail Policy. Additionally, the RITES has already created a CMP for the Tricity area, which comprises Chandigarh, Mohali, and Panchkula and incorporates the region’s bus lines and authorized metro projects.

The Union Territory representatives determined during the meeting that the AAR and DPR must be prepared and would be presented to the centre for approval following permission from the state or the Unified Metro Transportation Authority (UMTA).

The government determined that the meeting of the Unified Metro Transportation Authority (UMTA) may be called as soon as possible to hire an agency to prepare the AAR & DPR, according to a story in The Indian Express.

The Tricity Metro Project holds immense promise for the region. Notably, the alternative analysis report is crucial in deciding which alternative mode, such as Metro, Metrolite, or MetroNeo, is best to meet transport demand. At the same time, the DPR will provide information on cost estimates, institutional arrangements, financials, design, planning, and implementation plans for the best suggested MRTS mode.

All three reports, including the Comprehensive Mobility Plan, would be given to the government for approval once the Chandigarh Administration has completed the AAR and DPR.

The central government will then determine whether or not the suggested plan is best for the city and assess its financial sustainability.

Chandigarh and the Tricity area received clearance for the Metro train after the Punjab and Haryana governments approved the same with Chandigarh, ending a protracted discussion over 14 years.

The projected metro network is 48 kilometres long. 10 kilometres would be finished in the second phase after 38 kilometres in the first. This construction intends to alleviate the Tricity area’s increasing traffic problems. The project, which includes proposals for Chandigarh, Mohali, Panchkula, Zirakpur, New Chandigarh, and Pinjore, is reportedly projected to cost around Rs 10,570 crore. The initiatives will also include enhancements at critical intersections and bus depots.
