Starting a business is no longer a phenomenon of big cities. Historically, the company has been tricky in small towns, but things are beginning to change.
Small-town residents historically moved to cities in search of better employment opportunities. Instead, their lives have been impacted by high costs of living, lack of work-life balance, the stress of living in the biggest cities like Mumbai, Bengaluru, or Delhi; traffic jams; congestion; and the cacophony of fast and modern life.
In March of this year, we faced the coronavirus pandemic and a backlash of social distancing. As a result, many people returned to their hometowns. Small towns will be hubs with the new average, but not for startups.
Uttarakhand is an example of this. In addition to being a hub of education, Goa boasts 66 startups registered under Startup India, an initiative of the Government of India.
The startup ecosystem in Uttarakhand is already populated by startups working in tech, agritech, health tech, edtech, etc.
Uttarakhand’s efforts in nurturing the startup ecosystem can be attributed to this growth, including its Startup Finitiative and its launch of a Startup Policy in 2018. Incubators and startups are provided many incentives to build under the policy.
A value of living, low rents, and short commutes further entice entrepreneurs.
Education hub
 In Uttarakhand, there are several institutions awarded national and international image, as Indian Institute of Management, Kashipur (IIM-K); Haldwani (DIBER); Indian Institute of Technology, Roorkee (IIT-R); Defense Institute of Bio-Energy Research, GB Pant University of Agriculture And Technology, Pantnagar.
Entrepreneurs can easily access a pool of experts in Dehradun as it is home to renowned institutions like the Indian Institute of Petroleum and the University of Petroleum and Energy Studies.Â
“Even though Dehradun is considered the school capital of India and the education hub of India, it does not have many opportunities for graduates to find work here after graduation. According to Rajat Jain, founder of Sunfox Technologies, “Tens of thousands of engineers and doctors from here migrate to Tier I cities to work. He says that we will attract more talent back home if we raise more startups here.”
Rajat started Sunfox with his brother and friends in 2016 and says that he has realized Dehradun is a good location for startups with its affordable and modern incubators, and workspaces.
“Despite its factors, Uttarakhand is the perfect destination for entrepreneurs who face stress due to work pressure. So I think and do big things because I feel great about it,” he says.
“Compared to metro cities, startups have access to all the resources they need to survive. But, compared to Tier I cities, the cost of living is half,” Rajat says.
“Online marketing has made where you start your business no longer important. Social media provides many marketing and promotional opportunities,” he says.
Petofy, an online baby services aggregator platform, was founded by Udit Handa, who believes that Dehradun provides a great talent pool and is a perfect location for startups like Petofy to test the market before scaling it across the country.
Government support
The Director of Industries in Uttarakhand, who oversees the region’s entrepreneurial ecosystem, is Sudhir Chandra Nautiyal. With a vision to establish Uttarakhand as a pivot for innovative business, A new Startup Uttarakhand Enterprise and Startup Policy were announced in 2018 by the Government of Uttarakhand.
To support the ecosystem in the region, Surhir says the region is maintaining a web of mentors, incubators, investors, and subject matter experts.Â
Startup India has developed our startup ecosystem. Workshops and international trips organized by DPIIT have proven very valuable since their inception. Incubators are located in around eight places, three functioning. Several other incubators in Uttarakhand are on the verge of starting operations, Sudhir says.Â
The government has established a CM Advisory Board on Startup to guide and support startups. An Investor Facilitation Center formed to assist entrepreneurs with their queries. In addition, our ecosystem features chapters of TiE.
In supporting entrepreneurs in their journey, we partner with companies such as Google, Paytm, Amazon, and Freshworks.” says Sudhir. Furthermore, the government is actively working to promote innovation in the region, which is another advantage of setting up a business in Dehradun. Our innovators, entrepreneurs, incubators, and startups can access training and capacity-building programs from far away,” he says.
Besides this, he says, the government conducts initiatives to recognize startups such as Startup Yatra. In addition, we work with startups to help them become market-ready and get national and international attention.
Covid-19 and reverse migration
After working in metro cities, Ashutosh Kandpal became interested in organic foods and launched Hills2Home in Nainital in 2017. “Agricultural employment in Uttarakhand represents more than half of the workforce, and therefore, the need for new and innovative ways towards bridging the gap between farmers and consumers is crucial.”

In his campaign, Ankur highlights how Uttarakhand’s Startup Policy fosters an enabling environment for startups by providing funding of up to 12 lakh rupees and preferential access to government tenders.
