US authorities have reportedly thwarted a conspiracy to assassinate Gurpatwant Singh Pannun, a Sikh separatist, on American soil. The plot, targeting an American and Canadian citizen who serves as the general counsel for Sikhs for Justice, has raised concerns about India's alleged involvement. This revelation triggered diplomatic tensions between the United States, particularly Canada and India. President Joe Biden had apparently addressed the matter with Prime Minister Narendra Modi during the G20 summit in New Delhi. Prime Minister Narendra Modi has often portrayed India's growing influence on the international stage, showcasing a series of achievements and partnerships. However, recent events, such as the alleged assassination plot on Sikh separatist Gurpatwant Singh Pannun on American soil, raise questions about the tangible diplomatic support India receives when faced with critical situations.

US authorities have reportedly foiled a conspiracy to assassinate Gurpatwant Singh Pannun, a Sikh separatist, on American soil.

Gurpatwant Singh Pannun, a key figure in the push for an independent Sikh state called “Khalistan,” was the target of the alleged assassination plot. As the general counsel for Sikhs for Justice, a US-based group advocating for Sikh rights, Pannun’s prominence in the movement has attracted international attention. 

Diplomatic Responses and Warnings

President Biden’s discussion with Prime Minister Modi shed light on the situation, and the National Security Council confirmed the plot, emphasising that the US had raised the issue with India at the highest levels. 

The US protest may have been issued following Modi’s high-profile state visit to Washington in June, and the warning, issued discreetly, reflects the sensitive nature of the intelligence involved and also the fact that the United States may not take India’s apprehensions about the ‘Khalistan Movement‘ too seriously.

Apart from diplomatic warnings, US federal prosecutors have reportedly filed a sealed indictment against at least one alleged perpetrator in a New York district court. 

The Department of Justice is contemplating whether to unseal the indictment or await the conclusion of Canada’s investigation into the murder of Canadian Sikh separatist Hardeep Singh Nijjar, which further complicates the legal proceedings.

International Concerns and Allegations

The US shared details of the Pannun case with allies following the murder of Nijjar, raising concerns about a potential pattern of behaviour. Canada’s Prime Minister Justin Trudeau had previously claimed “credible allegations” linking New Delhi to Nijjar’s fatal shooting, reinforcing suspicions of India’s involvement in both cases. India has rejected these claims as “absurd.”

Gurpatwant Singh Pannun, the intended target, refrained from commenting on whether US authorities had warned him about the plot, leaving the response to the US government. 

The White House conveyed India’s surprise and concern but clarified that such activity was not their policy; however, one cannot forget or sideline Pannun’s recent warning to Sikhs regarding Air India, which added another layer to the already strained relations.

Narendra Modi’s leadership has been marked by a concerted effort to bolster India’s global standing. High-profile visits, such as the one to the United States, and participation in international forums like the G20, contribute to the narrative of India as a rising global power. 

Modi’s speeches at these events accentuate India’s contributions to global issues, fostering an image of a proactive and influential player on the world stage; however, one cannot help but question if these ‘international feats’ have any solid foundation.

While Prime Minister Modi highlights the deepening ties with the US and Canada, the response to the alleged assassination plot reveals a certain level of caution and restraint. 

The careful handling of the situation by these countries suggests that, despite the rhetoric of strong diplomatic relations, there are limits to the support they are willing to offer when faced with sensitive and potentially contentious issues.

The filing of a sealed indictment in a New York district court against the alleged perpetrators of the plot adds more questions to the situation. 

The deliberation on whether to unseal the indictment or await the conclusion of Canada’s investigation leaves unanswered questions about the level of collaboration and coordination between these nations in addressing shared security concerns.

Sidelining Russia To Gain US Support

The discrepancy between the international accolades Modi receives and the measured responses from key allies during crises showcase India’s actual standing on the global stage. 

As India positions itself as a critical player in international affairs, the expectations for reciprocal diplomatic support in times of need become more pronounced; however, the handling of the Pannun case raises questions about the depth of trust and collaboration within the international community particularly concerning the United States when compared to Russia that has through the years been a solid support for India.

United States Angle And Selfishness

The Biden administration is treading carefully in its relationship with India, a critical partner in countering China within the Quad security group. 

While outwardly, it seems that there is much that is going positive in terms of diplomatic and personal relations between the two countries and the respective leaders, the delicate balance between addressing human rights concerns and maintaining diplomatic ties with India, particularly under the leadership of Prime Minister Modi, is a challenge faced by the Biden administration – that comes to the fore time and time again.
