Why Gurugram apartment bills include more than DHBVN electricity charges
Gurugram apartment residents pay bundled electricity bills because their building receives one bulk connection from DHBVN – Dakshin Haryana Bijli Vitran Nigam, the electricity distributor for southern Haryana including Gurugram, Faridabad, and Rewari. The society handles all internal distribution and billing from that single point.
Under this arrangement, DHBVN meters and bills the society for total consumption at the bulk supply tariff. The society then distributes power through its own internal wiring and bills each flat individually. Many societies have used this gap to combine the electricity charge, DG generator backup costs, and common area consumption into a single per-unit rate. That combined rate is higher than the official DHBVN domestic tariff. No breakdown is provided.
A flat consuming 200 units at the official DHBVN domestic rate would pay approximately Rs. 800 to Rs. 1,000 depending on the applicable HERC-approved slab. A flat in a society billing at an inflated bundled rate for the same 200 units may pay significantly more with no line-item explanation of where the difference goes.

The system requires societies to overhaul internal metering infrastructure — common services need independent meters and DG backup needs separate circuit metering. This capital requirement is the primary reason most societies have not switched.
