Raghav Sethi, Nisha Sethi and RN Hospitality: the Badripur hotel lease, the 27 August notice, alleged overnight possession, and the complaints now on record — as stated by the complainant

Who the complainant names
The complainant names Raghav Sethi and his mother Nisha Sethi as partners in a firm called RN Hospitality, Dehradun. It names Kaara Hospitality as the operator that took the Badripur hotel. It names Golden Sparrow as the subject of a separate police complaint. It places the hotel in Badripur, Dehradun.
Public trade reporting, separate from that brief, recorded that Kaara Hotels launched Kaara Dehradun in Badripur around May 2026, a phased hotel near the Delhi–Dehradun highway, with Puneet Sethi identified as managing director of Kaara Hotels. That launch is the only part of this story that already sits in hospitality press.
The lease the complainant attributes to Raghav Sethi
According to the complainant:
- Raghav Sethi and Nisha Sethi are partners in RN Hospitality.
- RN Hospitality entered the partnership to handle and manage the newly built hotel in Badripur.
- Raghav Sethi signed the lease on behalf of RN Hospitality.
- The term stated is 15 years.
- The lock-in stated is 7 years, described as mandatory.
- Official handover to Kaara Hospitality is placed in May 2026.
The spend the complainant attributes to Kaara Hospitality
Kaara Hospitality, the complainant says, spent more than ₹4 crore on decoration and interiors of the hotel and almost more than ₹1 crore on marketing. Those rupee figures are the complainant’s figures, not an audited public filing reproduced here.
The legal notice the complainant attributes to Raghav Sethi
The complainant states that on 27 August 2026, Raghav Sethi sent a legal notice to Kaara Hospitality to vacate the Badripur property within three days.
The complainant states that on the same day, Raghav Sethi / RN Hospitality took forceful possession of the hotel.
That is the core possession dispute named against Raghav Sethi and RN Hospitality: a seven-year lock-in on the complainant’s reading of the deed, versus a three-day quit notice and alleged same-day takeover by Raghav Sethi.
What Raghav Sethi’s notice is said to have alleged — and what the deed is said to have said
In that legal notice of RN Hospitality, sent by Raghav Sethi, the complainant says Raghav Sethi alleged that Kaara Hospitality had not taken any licence to run the hotel.
The complainant says the opposite allocation appears in the registered deed: that the pollution consent — described as the main prerequisite for other licences — was to be taken by Raghav Sethi and RN Hospitality, not by Kaara Hospitality.
The named dispute on licences is therefore this: Raghav Sethi, through RN Hospitality, is said to have used want of licences against Kaara Hospitality, while the deed is said to have put the gateway pollution clearance on Raghav Sethi and RN Hospitality.
Police complaints and arbitration naming Raghav Sethi and Nisha Sethi
The complainant states, by name:
- Two police complaints have been filed against Raghav Sethi and Nisha Sethi for financial fraud, cheating and breach of trust.
- One police complaint has been filed against Golden Sparrow.

What the complainant says Raghav Sethi is doing after taking the hotel
After alleged possession by Raghav Sethi, the complainant alleges that Raghav Sethi is hosting illegal liquor parties on the Badripur premises.
The complainant alleges that Raghav Sethi, as of the date of the brief, does not hold:
- a pollution certificate;
- a Sarai licence;
- an NOC to run and operate a hotel, restaurant or night club;
- a liquor licence or excise licence;
- a food licence.
The complainant further alleges that Raghav Sethi is illegally using the property to host illegal liquor and rave parties, that young people of Dehradun are invited, that the building has no fire NOC, and that the gatherings put lives at risk.
The complainant states that a police complaint and a complaint to the Excise Department were also filed in this regard through a local resident.
The complainant states that a formal complaint was sent to the Excise Department on a Saturday night when an alleged illegal rave party was going on with unlicensed liquor; that excise said action would be taken in 24–48 hours; and that such delay is useless once the party is over and the liquor consumed.
Those operational allegations are aimed at Raghav Sethi and the use of the Badripur hotel after the alleged takeover. They are for Excise, Fire, UPCB and the local licensing authority to admit or reject on inspection. This article does not treat them as proved.

What remains a dispute, not a verdict
The named disputes are: whether Raghav Sethi could lawfully end occupation inside the alleged lock-in; whether Nisha Sethi, as partner in RN Hospitality, shares that contractual position; whether the pollution-licence covenant bound Raghav Sethi and RN Hospitality; whether the spend claimed by Kaara Hospitality is recoverable; whether the complaints against Raghav Sethi, Nisha Sethi and Golden Sparrow disclose a cognizable offence; and whether Raghav Sethi is running gatherings on the Badripur site without the licences listed.
Demand on the agencies
Dehradun police should put on record the status of every complaint that names Raghav Sethi, Nisha Sethi and Golden Sparrow. Excise, Fire and UPCB should inspect the Badripur hotel and state whether Raghav Sethi / RN Hospitality may lawfully serve liquor or host a paid night gathering there. If a complaint says an event is on that night, the inspection belongs that night. Arbitration or a civil court should be asked to fix possession on the lock-in clause Raghav Sethi is said to have signed.
