However, the rapid growth of the company was soon followed by a series of disputes raised by buyers linked to some of its projects.

The Case That Started It All

The controversy surrounding BPTP escalated in January 2011, when an FIR was registered against the company in connection with a housing project in Faridabad, Haryana.

According to reports, homebuyers alleged that the developer had failed to deliver plots and flats promised under the project despite collecting substantial payments from investors. The case reportedly involved more than 1,000 buyers, and the amount allegedly collected was estimated to be around ₹400 crore.

Later that year, the dispute took a further legal turn when a Delhi court reportedly issued a non-bailable warrant against Kabul Chawla in connection with the case.

The report mentioned a luxury apartment in Manhattan, said to be located in a premium residential building in the city. According to the report, the property was described as measuring around 4,050 square feet and valued at approximately $19 million.

Chawla, however, reportedly denied owning the apartment.

Even so, the reports contributed to speculation that the promoter of BPTP may have spent time abroad while disputes linked to his company continued to be discussed in India.

At the same time, there have also been indications that Kabul Chawla has appeared publicly in India in recent years.

In 2025, he was reported to have attended an event in Noida, where he received the IGBC Fellow Award from the Indian Green Building Council in recognition of contributions to sustainable building initiatives.

Reports indicate that the ceremony took place at BPTP Capital City in Sector 94, Noida, where Chawla appeared publicly in his role as chairman and managing director of the company.

Projects associated with BPTP have also been recognised at industry gatherings such as the Realty+ Excellence Awards, where developments promoted by the company received honours in categories including high-rise residential and architectural design.

Public records linked to regulatory filings have also listed a residential address associated with Kabul Chawla in Amrita Shergil Marg in New Delhi.

Located in Lutyens’ Delhi, the area is widely regarded as one of the most exclusive residential neighbourhoods in the country.

The address appears in filings connected to projects and disclosures linked to BPTP.

Business Operations Continue

Meanwhile, BPTP itself continues to operate from its headquarters in Gurugram, with projects across Faridabad, Delhi, Gurugram and Noida.

The company maintains that it has completed several developments across the NCR region while others remain under construction.

Yet the situation raises an obvious contradiction.

If FIRs, buyer disputes and legal proceedings linked to BPTP have been discussed for more than a decade – and if reports have at times placed the promoter abroad while he has also appeared publicly in India – the situation inevitably leads back to the central question. Why has Kabul Chawla not been arrested?

In addition to the searches, reports also indicated that enforcement authorities had examined transactions linked to entities associated with the developer. In certain instances, authorities were said to be looking into possible violations related to foreign exchange regulations.

At different stages of the investigation, there were also reports suggesting that enforcement agencies had moved to attach assets linked to entities connected with the developer as part of the broader probe.

Despite these developments, BPTP has continued to operate in the NCR real estate market, promoting projects and participating in industry events.

Which brings the discussion back to the broader picture surrounding the controversy.
