Raghav Sethi’s Illegal & Unlicensed Hotel At Badripur, Is Uttrakhand Government Waiting For Some Mis-Fortune Before Demolishing It?

The Badripur file is still a complainant’s account plus a hotel that exists. A longer piece can stay on the alleged unlicensed use and the missing official response. It cannot turn that into proof that Raghav Sethi runs the government.

Kaara Dehradun is a real building. Khasra No. 170, Kha, Badripur, about 18 km from Jolly Grant Airport and 6 km from Dehradun railway station, off the Delhi–Dehradun highway. Kaara Hotels said the doors opened on 17 May 2026. Asian Hospitality, ET HospitalityWorld, BW Hotelier and Hotel Explorer carried the same launch: 44 rooms in the first phase of a planned 100, banquets, lawns, a multi-cuisine restaurant, weddings and corporate events as the business. A second phase of 56 rooms, a pool and a gym was announced then, not later. Puneet Sethi spoke as managing director of Kaara Hotels. A venue listing has advertised in-house alcohol and an in-house DJ. That is the public hotel.
The fight over who holds it is not public in the same way. On 21 September 2026 Inventiva ran two reports from a complainant who asked that Raghav Sethi, his mother Nisha Sethi, RN Hospitality, Kaara Hospitality and Golden Sparrow be named. The newsroom said it had not authenticated the lease, the legal notice or the police papers, and that it had no FIR number. No conviction of either Sethi in this matter was identified as of that date. No reply from Raghav Sethi or Nisha Sethi was printed. That disclaimer still governs every line below.
What the complainant says is happening inside
The brief says Raghav Sethi and Nisha Sethi are partners in RN Hospitality, that he signed a 15-year lease with a seven-year lock-in, and that the hotel was handed to Kaara in May 2026. It says Kaara spent more than ₹4 crore on interiors and about ₹1 crore on marketing. It says that on 27 August 2026 he gave Kaara three days to leave and took possession the same day. It says his notice accused Kaara of having no licences, while the registered deed put pollution consent — described as the prerequisite for the other permissions — on him and RN Hospitality.
The part that concerns the building after that date is narrower, and more serious if it is true. The complainant says Raghav Sethi then used the premises for liquor parties and rave parties. The same brief says that, as of the date it was written, he did not hold a pollution certificate, a Sarai licence, an NOC to run a hotel, restaurant or night club, a liquor or excise licence, a food licence, or a fire NOC. It says young people from Dehradun were invited, and that gatherings in a building without a fire NOC put lives at risk. It says a local resident filed a police complaint and a complaint with the Excise Department, including one sent on a Saturday night while an alleged unlicensed party was underway. Excise is said to have promised action in 24 to 48 hours. The complainant’s point is that a promise of that length is useless once the liquor has been drunk.
Separately, the brief claims two police complaints against Raghav Sethi and Nisha Sethi for financial fraud, cheating and breach of trust, a further complaint after the alleged takeover, an arbitration notice from Kaara, and one complaint against Golden Sparrow. No diary number, FIR number or charge-sheet has been published.
None of this is a confession. He has not said, in any record this search found, that he lacks those licences or that he hosts those parties. The claim is his accuser’s. Inventiva said the papers were not independently checked.
Why the allegation is not a technicality
Hotel liquor in Uttarakhand is a licensed trade. The Excise Department lists hotel and restaurant bar licences, and separate one-day occasional licences. Sale outside that is an excise offence on the night it happens, not a contractual quarrel to be left to an arbitrator. Food service needs an FSSAI registration or licence. A hotel needs pollution consent to establish and to operate from the Uttarakhand Pollution Control Board. A fire NOC is the difference between a gathering and a risk. In 2026 the High Court and the National Green Tribunal have already treated hotel operation without consent as a violation, including environmental compensation and a direction to check consent status across dozens of hotels in the state. Those orders are not about Badripur. They are why a missing consent, if missing, is not paperwork.
A wedding listing that says “in house alcohol” does not prove a licence. It also does not prove there is none. The test is a printout from Excise, UKPCB, FSSAI and Fire. That printout is not in the public file.
What the government has not done, on the record
If a resident complained on a Saturday night that liquor was being served without a licence, the district police and Excise had one relevant window: that night. A raid, a seizure list, a headcount and a licence check would have ended the argument. A 24-to-48-hour assurance, if it was given, answers a live event only if the team arrives while the event is live. Nothing located in public reporting says they did. Nothing says they refused. The status of the complaint is unpublished.
The same gap covers the fraud complaints. A complaint is not an FIR. An FIR is not a charge-sheet. A charge-sheet is not a conviction. Dehradun police have not, in any record found for this piece, said which stage the papers against Raghav Sethi, Nisha Sethi and Golden Sparrow have reached. Arbitration over the lease does not freeze an excise or fire inspection. Contractual possession and unlicensed sale are different files. Only one of them can wait.
Influence is the leap the file does not support
The complainant’s inference, and the question put to this desk, is that the silence is Raghav Sethi’s doing: that the government, the IAS and the IPS are not acting because he can stall them. No posting, payment, stayed raid, closed diary or order in the material reviewed connects him to an officer or a minister. Pushkar Singh Dhami holds the excise portfolio as well as the chief ministership. That locates the department. It does not locate a favour. An unanswered complaint is a failure of the thana and the excise inspector until a record shows someone stopped them. Writing that the state is under his influence, from two unverified articles and no FIR number, is an accusation of corruption with no annexure.
The comparison with demolition drives fails the same test. A government that uses the bulldozer on encroachment cannot be asked why this hotel still stands until a competent authority has called the structure illegal. No MDDA stop-work order, no planning demolition notice, and no excise closure order naming Raghav Sethi or RN Hospitality turned up in this search. Phase-two construction was Kaara’s own May announcement. Ongoing work, if any, is not by itself an illegal hotel.
What would settle it
Five documents end this, and none of them is a louder allegation. The excise licence, or a letter that none exists. The UKPCB consent status for Khasra 170. The FSSAI number. The fire NOC. The police diary numbers for every complaint naming Raghav Sethi, Nisha Sethi and Golden Sparrow, with the action taken on the Saturday-night report. The lease decides the lock-in and who had to obtain pollution consent. The invoices decide whether ₹5 crore was spent. Until those are produced, Badripur is a May hotel, an August possession dispute as alleged, and a claim of unlicensed liquor parties that police and Excise have not answered in public. That silence is the story. It is not yet a finding, and it is not yet his government.
