ALLEGEDLY ILLEGAL HOTEL OPERATED BY RAGHAV SETHI & HIS MOTHER NISHI SETHI AT BADRIPUR, DEHRADUN ORDERED TO SHUT
Tourism Department directs immediate stoppage over unregistered operation; allegations of liquor parties, late-night DJ, missing Fire NOC, pollution clearance and unauthorised construction now demand answers

DEHRADUN: A luxury hospitality property at Badripur, Dehradun, has run straight into the wall of regulation.
An official letter dated 5 October 2026 from the District Tourism Development Officer, Dehradun, records that the property associated in the notice with Raghav Sethi was allegedly being operated without the required tourism permission, registration and technical approval. So much for the image of a smoothly functioning hospitality business.
The government document says: stop first, regularise later.
And that may only be the beginning.
ONE HOTEL, TOO MANY QUESTIONS
The Badripur property has also been the subject of allegations concerning liquor being served without the requisite excise permission, parties/rave-style events, late-night DJ activity, absence of fire clearance, lack of pollution consent and alleged unauthorised construction.
These are allegations and have not been treated here as convictions or final regulatory findings. The complaints are stated to be under examination by police and concerned Uttarakhand departments, while a publicly accessible final action-taken record establishing those allegations was not located in our search.
But the questions are perfectly legitimate.
And painfully simple.
Where are the licences?
LIQUOR: WHERE IS THE EXCISE LICENCE?

DJ AFTER 10 PM? THE LAW IS NOT A DECORATION

Was there written permission?
What was the noise level?
Were complaints received?
What action was taken?
Again, paperwork should settle it.
FIRE NOC: THIS IS ABOUT PEOPLE, NOT PAPER

For a hospitality property capable of hosting guests and events, an alleged absence of fire clearance is a serious public-safety issue.
The question for the authorities is therefore blunt:
Was the Badripur property operating and hosting gatherings with a valid Fire NOC?
Yes or no.
POLLUTION CONSENT: SHOW THE CTO

The allegation that the property had no valid pollution consent therefore needs an immediate documentary answer:

Or an official statement that no valid consent existed.
Silence helps nobody.
FOOD BUSINESS? THEN WHERE IS THE FSSAI LICENCE?
FSSAI states that every Food Business Operator must be appropriately licensed/registered, and its eligibility system specifically covers hotels and restaurants. FSSAI
If the property was providing food and restaurant services, the relevant FSSAI registration/licence should be identifiable.
Once again:
Show the number.
THE CONSTRUCTION QUESTION
The allegations of unauthorised construction require an equally simple test.
Not photographs.
Not rumours.
Not competing accusations.
Put the sanctioned building plan next to the building.

If the construction matches the sanctioned plan, the allegation collapses.
If it does not, the competent planning authority should act according to law.
THE MOST DAMAGING DOCUMENT IS ALREADY ON PAPER
The Tourism Department’s 5 October 2026 notice is the hard fact around which everything else now revolves.
It states that information had been brought to the department through an email dated 19 September 2026 alleging operation of the property without the necessary tourism permission/registration/technical approval.

That is a government document.
And therefore the most uncomfortable question is:
How was a substantial hospitality property operating before the required tourism registration was in place?
RAGHAV SETHI & NISHI SETHI: THE OWNERSHIP QUESTION ALSO NEEDS DOCUMENTS
The material supplied for this investigation identifies Raghav Sethi and his mother, Nishi Sethi, with RN Hospitality in connection with the Badripur property.
That ownership/partnership relationship should be established from the underlying partnership, title and contractual documents before being presented as an incontrovertible legal fact.
But the regulatory question stands independently:
Whoever was operating or controlling the premises was responsible for ensuring that the required permissions existed.
A hotel cannot become compliant simply because somebody calls it a hotel.
A bar cannot become licensed by putting bottles behind a counter.
A fire clearance cannot be created by hanging an extinguisher on a wall.
And a tourism registration cannot be substituted with branding, bookings or glossy photographs.
POLICE AND DEPARTMENTS NOW HAVE A SIMPLE JOB
The allegations reportedly placed before authorities concern:
illegal liquor service;
parties/rave events;
late-night DJ activity;
missing fire clearance;
pollution-consent issues;
other statutory permissions; and
construction irregularities.
The police and concerned departments should publish the status of the complaints and inspections.
Was an FIR registered?
Was a preliminary inquiry conducted?
Was the property inspected?
Was liquor seized?
Was the excise licence verified?
Was the Fire Department called?
Was UKPCB asked to verify consent?
Was the building plan examined?
These are not unreasonable questions.
They are basic regulatory questions.
AND HERE IS THE BITING PART
Uttarakhand already has the mechanisms.

So what exactly is unclear?
Either the approvals exist — or they don’t.
Either the alleged parties were lawful — or they weren’t.
Either the construction is sanctioned — or it isn’t.
Either the police investigated — or they didn’t.
Either the property was registered — or it wasn’t.
The Tourism Department has already supplied one answer.

THE REAL STORY IS NO LONGER THE HOTEL
The real story is whether regulation in Dehradun is enforced before something goes seriously wrong — or only after complaints arrive and questions become impossible to ignore.
For Raghav Sethi, Nishi Sethi and RN Hospitality, the documentary questions are straightforward.
For the government, they are even more straightforward.
Show the licences.
Show the inspection reports.
Show the action taken.
Because a hotel operating without the required tourism registration is not a branding problem.
It is a regulatory problem.
And if the remaining allegations are substantiated, it could become a much bigger one.
