Illegal Hotel Operated By Raghav Sethi & His Mother Nishi Sethi At Badripur Dehradun Told to Shut: No Registration, Police Marked, Licences Still Unanswered

Dehradun’s tourism officer has ordered the Illegal Hotel Operated By Raghav Sethi & His Mother Nishi Sethi At Badripur Dehradun to stop. The letter calls the operation illegal. The parties, the bar and the missing NOCs are allegations. They are no longer private ones.

Badripur does not need another soft launch. It needs a straight answer. On the file of the District Tourism Development Officer, Dehradun, the answer has already been written, and it is not a compliment.

Letter No. 1198/2-8-41/2026-27, from the office at 45 Gandhi Road, is addressed to Shri Raghav Sethi, proprietor/manager of the unit styled Sara by Ra Sethi — the Illegal Hotel Operated By Raghav Sethi & His Mother Nishi Sethi At Badripur Dehradun — at Khasra No. 170 Kh, Village Badripur, Pargana Parwadun, Dehradun 248001. The subject line does not say “query”. It says the hotel/resort is being run illegally, without registration. The operative line is blunter. Stop the residential unit at once. Apply under the Uttarakhand Tourism, Travel Trade Registration Rules, 2026. Open the doors again only if registration is actually granted. If not, “sequential action” follows, and the responsibility, the officer writes, will be entirely yours.

That is not a neighbourhood whisper. That is a prescribed authority, Jaspal Chauhan, District Tourism Development Officer, telling a named operator to shut a named premises. Copies go to the Chief Executive Officer of the Uttarakhand Tourism Development Board, the District Magistrate, Dehradun, and the Station House Officer, Nehru Colony. A tourism squabble does not get marked to the police station by accident.

The trigger inside the letter is an email dated 19 September 2026 from Nitin Naresh, endorsed to the tourism office among others. The department says that email brought the unregistered operation to its notice. It does not, in this one-page order, record its own room-by-room inspection. It does not need to, for the narrow finding it has made. The finding is absence of permission, registration and statutory approval under the tourism rules. On that point the state has stopped asking and started directing.

The letter names Raghav Sethi. It does not name his mother. The mother, and the firm, enter through the complainant’s brief. That brief spells her Nisha Sethi and calls her his partner in RN Hospitality. The running name used here follows the allegation as put: the Illegal Hotel Operated By Raghav Sethi & His Mother Nishi Sethi At Badripur Dehradun. A spelling on a brief is not a partnership deed. The deed is still unseen.

A hotel the trade press already launched

The building is not a rumour. Khasra No. 170 Kha, Badripur, off the Delhi–Dehradun highway, about 18 km from Jolly Grant and about 6 km from Dehradun railway station, is the address Kaara Hotels used for Kaara Dehradun. The company said the doors opened on 17 May 2026. Asian Hospitality, and other trade reports the same week, carried the same launch: 44 keys in the first phase of a planned 100, banquets, lawns, a multi-cuisine restaurant, weddings and corporate events as the business. A second phase of 56 rooms, a pool and a gym was announced then, not later. Puneet Sethi spoke as managing director of Kaara Hotels.

Three months later the name on the government letter is not Kaara. It is Sara by Ra Sethi, and the man told to stop it is Raghav Sethi. The complainant says the holding hand is his mother’s as well, through RN Hospitality. A 44-room first phase does not become a cottage by changing the board. If the tourism department is right, a hotel that the trade press treated as open in May was, by October, still outside the only registration the tourism rules recognise. That is the Illegal Hotel Operated By Raghav Sethi & His Mother Nishi Sethi At Badripur Dehradun in the only sense the officer has certified: operated, on his letter, without the registration the rules demand.

The 2014 rules, notification 161/VI/2014-01/07/2013 of 24 January 2014, already said a tourism unit runs after registration, not before. The 2026 rules, notification 531/VI(1)/2026, e-file 93782/2025, dated 5 June 2026, superseded the old framework and kept the obligation. Chapter 6, Rule 14, as the letter quotes it, is not poetry. Carry on tourism business without proper registration, or in breach of the rules, and the prescribed authority may impose ₹10,000, then ₹1,000 a day for every day the default continues. Public briefings on the same rules put the same floor under the penalty: registration is mandatory for hotels and resorts, and operating without it starts at ₹10,000.

Read that against the letter and the arithmetic is insulting. A registration the state priced, in the homestay schedule, at ₹1,000, and which other units obtain online through the travel-trade portal, was apparently not in hand for a property marketed as a wedding and corporate hotel. The officer did not offer a grace paragraph. He ordered the operation closed until the certificate exists. Reports on the 2026 rules have spoken of 180 days from notification for unregistered units to come on the new register, a window that would run to about 2 December 2026. This letter does not mention it. It treats present operation as already illegal. That is the harsher reading, and it is the reading on the file.

The mother, the firm, and the brief

The government letter names Raghav Sethi as proprietor/manager of the Illegal Hotel Operated By Raghav Sethi & His Mother Nishi Sethi At Badripur Dehradun. It does not name his mother, and it does not name the firm. Those names come from the complainant’s brief, published by Inventiva on 21 September 2026 and again on 2 October, and written by Nitin Naresh, the same name on the 19 September email. The brief says Raghav Sethi and Nisha Sethi are partners in RN Hospitality, that he signed a 15-year lease with a seven-year lock-in, that the hotel was handed to Kaara in May, that Kaara spent more than ₹4 crore on interiors and about ₹1 crore on marketing, and that on 27 August 2026 he gave Kaara three days to leave and took possession the same day.

Inventiva’s own disclaimer still governs that half of the story. The newsroom said it had not authenticated the lease, the legal notice or the police papers, and that it had no FIR number. No conviction of either Sethi in this matter was identified. No reply from Raghav Sethi or Nisha Sethi was printed. A complaint is not an FIR. An FIR is not a charge-sheet. A charge-sheet is not a conviction. Treating the partnership deed as proved because the accuser repeated it would be the same shortcut the letter accuses the hotel of taking.

What can be said without that shortcut is narrower, and still ugly. The officer who can levy the daily penalty has named Raghav Sethi as the person running the unit without registration. The complainant who put that file in motion says the holding vehicle is RN Hospitality, and that the mother — Nisha on the brief, Nishi in the charge as now framed — is the other partner. If that partnership is real, she is on the commercial document even if she is not on the tourism letter. If it is not, the complainant has over-named her. Either way, the reply is missing.

Liquor, DJ, fire, pollution, construction: alleged, and now in the room

Here the record splits, and a serious piece has to say so.

The tourism violation is on government letterhead. The rest is what the complainant says he has put before the police and the excise department, and what Inventiva printed while admitting the papers were not independently checked.

That brief says that after the alleged takeover the Illegal Hotel Operated By Raghav Sethi & His Mother Nishi Sethi At Badripur Dehradun was used for liquor parties and rave parties. It says that, as of the date it was written, Raghav Sethi did not hold a pollution certificate, a sarai licence, an NOC to run a hotel, restaurant or night club, a liquor or excise licence, a food licence, or a fire NOC. It says a local resident filed a police complaint and a complaint with the Excise Department, including one sent on a Saturday night while an alleged unlicensed party was underway, and that excise promised action in 24 to 48 hours. It says separate police complaints name Raghav Sethi and Nisha Sethi for financial fraud, cheating and breach of trust, with a further complaint after the alleged takeover, an arbitration notice from Kaara, and one complaint against a firm called Golden Sparrow. No diary number, FIR number or charge-sheet has been published. Dehradun police have not, in any record found for this piece, said which stage those papers have reached.

So the honest investigative line is this, not a fake raid report. Police and excise are being asked to investigate illegal parties, unlicensed liquor and late DJ use at the Illegal Hotel Operated By Raghav Sethi & His Mother Nishi Sethi At Badripur Dehradun. The tourism department has already acted on the registration allegation and has marked the SHO. The Uttarakhand department’s own officer has ordered the operation shut. A public printout from Excise, the Uttarakhand Pollution Control Board, FSSAI, Fire, and the development authority is not in the file this search could find. Inventiva itself wrote that the test is that printout, and that the printout is not in the public file.

The law those complaints are pointing at is not obscure. Hotel liquor in this state is a licensed trade. Food service needs FSSAI registration or a licence. Pollution consent sits with the Pollution Control Board. Fire NOC is what separates a gathering from a risk. Construction sits under sanctioned plan and completion, not under a flex banner. A venue listing has advertised in-house alcohol and an in-house DJ for the hotel that opened in May. An advertisement is not a bar licence. It is a question the excise inspector can answer in an afternoon.

Illegal construction is the claim with the thinnest public proof. No sanctioned-plan number, no deviation memo, no MDDA or municipal order against Khasra 170 Kh has surfaced in the reporting examined here. Until that order exists, “illegal construction” is an allegation waiting for a site plan, not a demolition headline. The tourism letter calls the unit illegally operated. It does not call the building illegally built. Mixing the two is how a true finding gets thrown out with a false one.

What the letter does, and what it refuses to do

The order is immediate. It is not “apply and carry on”. It is stop, apply, and resume only after registration. It recites the ₹10,000 and the ₹1,000 a day. It does not impose them on this page. It does not seal the building, record guests in residence, or fix a hearing date. The enclosure is the Naresh email. The reader of the letter alone does not get the lease, the fire file, or the excise licence check.

That is the pinch. A department that can write “stop” can also write the penalty the same week if the doors of the Illegal Hotel Operated By Raghav Sethi & His Mother Nishi Sethi At Badripur Dehradun stay open. Marking the District Magistrate and the Nehru Colony SHO is how a tourism direction becomes a local enforcement problem. If the hotel is still selling rooms, lawns and nights after this letter, the daily ₹1,000 is the smallest number in the room. The larger number is whatever excise, fire and pollution decide once they open the same khasra.

Raghav Sethi has not, in any record found for this piece, answered the letter in public. His mother has not. RN Hospitality has not. Silence is not guilt. Silence after a shutdown direction, with the police station already on the copy list, is a choice.

The file now has two piles. One is official: no tourism registration, stop the hotel, penalty available, DM and SHO informed. The other is alleged, by the same complainant who emailed the department and then published the brief: unlicensed liquor, late DJ, no pollution consent, no fire NOC, no food licence, illegal construction, parties without permission, and a mother-and-son firm called RN Hospitality behind the board. The first pile can already carry a headline. The second pile can carry one only when a raid report, a licence printout, or an FIR number joins it. Until then, the taunt that survives is the simplest. They had a launch. They do not, on the tourism officer’s own letter, have the registration.
