China To Support Firms To Build Al Models To Rival ChatGPT in 2023

According to the bureau, Beijing was home to 1,048 core AI organizations as of October of last year, or 29% of all businesses in the country.

According to a statement from the city’s commerce and IT office, Beijing, the capital of China, will help top companies develop significant artificial intelligence (AI) models that can compete with ChatGPT.  The city would support significant businesses’ investments in creating an open-source framework and accelerating the flow of fundamental data. According to the bureau, Beijing was home to 1,048 core AI organizations as of October of last year, or 29% of all businesses in the country.

Although state media has warned about stock market hazards amid a craze around local ChatGPT-concept stocks, Chinese regulators have not yet commented on ChatGPT. China’s multi-billion dollar artificial intelligence (AI) business is growing quickly. The artificial intelligence market is estimated to be worth RMB 150 billion (US$23.196 billion) as of 2021, and by 2025, it is expected to be worth RMB 400 billion (US$61.855 billion).

Growth Of AI In China

The beginnings of China’s AI growth may be traced to economic reforms that emphasized science and technology as the nation’s main productive forces in the late 1970s. Due to a lack of resources and expertise, China’s AI development was slow in its early phases and encountered significant difficulties. China had a huge gap compared to the majority of Western nations when it started to develop its AI business. Leading much of the study were scientists with advanced degrees from other countries.

China has been steadily establishing a national agenda for AI development since 2006 and has become one of the top countries for AI research and development. China said in its thirteenth Five-Year Plan that it wanted to lead the world in artificial intelligence (AI) by 2030 and boost the value of its AI industry to over 1 trillion RMB in the same year. This was during the late 2010s.

China divided this objective into three phases, establishing targets for 2020, 2025, and 2030, respectively, and announcing several initiatives, such as the “Internet + AI” and “New Generation AI Development Plan,” to encourage the development of the industry. Analysts predicted that China’s advancement in artificial intelligence would boost its GDP by 0.8% to 1.4% annually.

Robots that greet customers in shopping malls or internet search engines employ this technology to provide recommendations. It is the computer program’s capacity for thought and learning. If the software does a task that we often attribute to human intellect, we can assume that everything is artificial intelligence.

Artificial intelligence innovations have produced several advantages for a variety of businesses. Forecasts are more precise, processes are effective and efficient, and convenient technology is easily available.

Automation

One of the most frequently used advantages of AI is automation. Transportation, communications, service industries, and consumer goods have all been significantly impacted by technology. Businesses in the aforementioned industries can benefit from enhanced productivity and higher production rates because of automation. However, it also makes sure that raw materials are used more effectively, lead times are shortened, product quality is higher, and safety is increased. Resources that may be employed for more important tasks can be freed up thanks to automation.

Increased customer satisfaction

AI-powered solutions enable organizations to swiftly and effectively respond to consumer complaints and inquiries. Conversational AI and Natural Language Processing paired with chatbots produce customized messages for clients that assist in locating the best solution for their needs. AI tools assist in easing the burden on the customer care team. In the end, it aids in raising production.

Intelligent Decision Making

The use of technology promotes more informed decision-making. AI manages data distribution, establishes data consistency, analyses trends, assesses uncertainties, and delivers projections. AI will remain impartial and be able to improve corporate efficiency by assisting in making the best decisions as long as it cannot replicate human emotions.

Scope And Steps Taken To Expand AI Centers In China

The State Council wants China to become a global leader in AI research by 2025 and to make significant contributions to core AI theory. Furthermore, by this time, the State Council wants AI to serve as “the major engine for China’s industrial upgrading and economic transformation.”

Considering adjacent businesses, the State Council estimates that China’s core AI industry is worth 400 billion RMB, or more than 5 trillion RMB.] The State Council wants China to dominate the world in the advancement of artificial intelligence theory and technology by the year 2030. China will have created a “mature new-generation AI theory and technology system,” according to the State Council.

The State Council now estimates that the value of the key AI businesses would be 1 trillion RMB, with a value of over 10 trillion. According to an analysis, China is by far the leader in artificial intelligence research publications, outpacing the U.S. in both quantity and quality. According to the survey, Tencent Holdings, Alibaba Group Holding, and Huawei Technologies are three of the top 10 businesses conducting AI research. In a field dominated by American athletes, the Chinese contingent is gradually increasing its presence.

AI research frequently has practical implications, and both Chinese and American businesses have invested heavily in the field. The AI sphere is about to turn into a hotly contested battleground due to the obvious differences between the two sides.

With the use of about 800 AI-related keywords, Nikkei reviewed academic and conference publications on AI in collaboration with the Dutch scientific publisher Elsevier. In terms of quantity, there were a staggering 135,000 AI papers in 2021 compared to only about 25,000 in 2012. This is similar to the AI boom that started in 2012 when deep learning became more prominent.

AI War Between US And China

According to the study, China has consistently topped the heap in terms of the number of papers. It produced 43,000 papers in 2021, which is almost twice as many as the United States. The number of publications that were in the top 10% of citations by other papers was another way that the study assessed the caliber of the research.

With 629 of these most-cited publications in 2012, the United States took the lead, followed by China (425). Later, China made rapid advancements and eventually passed the United States in 2019. 7,401 of the most-cited papers in 2021 came from China, outpacing American papers by about 70%.

China is prepared to keep up with this trend. According to a 2017 government plan, it wants to create next-generation AI and become the world’s leading hub for AI innovation by 2030. The top scientific organization in the country, the government-affiliated Chinese Academy of Sciences, has extensive research capacity. Another hub for AI is Beijing’s public research university Tsinghua University.

At the carefully watched Central Economic Work Conference in December, when President Xi Jinping addressed the need to hastily advance research, development, and implementation of cutting-edge technologies, including AI, was emphasized. Growing AI and other emerging businesses is a top objective for 2023, according to a statement made last Wednesday by the Ministry of Industry and Information Technology.

Despite the United States’ efforts, which include a national strategic R&D plan for AI that was published in 2016, China continues to lead the world in AI research. However, American corporate behemoths have dominated the AI research rankings, with Alphabet, the parent company of Google, Microsoft, and IBM, being the top three producers for the 10 years under consideration. Six American businesses were among the top 10 for most-cited research in 2021.

However, Chinese businesses are making progress in this area. Only one Chinese company made the top 10 in research output for 2012. American athletes still have a significant advantage in the most popular research as of 2016. However, in 2021, Chinese companies Tencent, Alibaba, Huawei, and State Grid Corp. claimed four of the top ten positions in terms of volume and citations.

State Grid, a government-owned energy distributor, has one of the top AI research departments among Chinese businesses. Big data gathered from hundreds of millions of smart meters has made this possible. Technology is being developed by State Grid to forecast power consumption and identify electrical grid issues. The top-ranked search engine in China, Baidu, ranked 11th in both the number and quality of AI research. The technology juggernaut is introducing a fleet of fully autonomous taxis.
