The Delhi Education Department has taken proactive measures to extend support to children from Manipur who have been affected by violence in their home state. In an effort to ensure these students can continue their education without unnecessary hurdles, the department has issued comprehensive guidelines consisting of ten key directions.

The primary objective of these guidelines is to facilitate the smooth admission process for the affected children, even in the absence of relevant documents that might have been left behind due to their sudden departure from Manipur. The guidelines aim to provide provisional admissions to these students, recognizing the urgency and importance of their education during these challenging times.

The ten key directions in the guidelines include:

  1. Special consideration for students from Manipur: Schools in Delhi are directed to give special consideration and priority to students from Manipur who are seeking admissions.
  2. Relaxation on document requirements: In cases where students are unable to produce all the necessary documents due to the prevailing situation in Manipur, schools are instructed to be flexible and consider alternative forms of documentation or verification.
  3. Temporary address acceptance: Schools are advised to accept temporary addresses provided by the students or their guardians until they can provide permanent addresses, given the circumstances.
  4. Simplified admission process: The admission process for these students should be made straightforward and hassle-free, with minimal procedural complexities.
  5. No undue financial burden: Schools are encouraged to waive off or reduce any unnecessary financial requirements that might act as barriers to admission for these students.
  6. Special support for language learning: If language barriers exist, schools should provide additional support or resources to help the affected students adapt to the new educational environment.
  7. Supportive counseling services: Schools should offer counseling services to help students cope with the emotional impact of the situation in Manipur.
  8. Collaboration with relevant authorities: The Delhi Education Department will collaborate with authorities in Manipur to verify student records and assist in the admission process.
  9. Timely communication: Schools are expected to maintain open and timely communication with the affected students and their families to address any concerns or queries.
  10. Ensuring a safe and inclusive environment: The Delhi Education Department emphasizes the importance of creating a safe, inclusive, and welcoming atmosphere for the students from Manipur.

These guidelines reflect the government’s commitment to ensuring that every child has access to quality education, irrespective of their background or circumstances. As per the guidelines issued by the Delhi Education Department, all students up to Class 9 who have been affected by the violence in Manipur will be granted provisional admission. The admission process will be streamlined and made easier for these students, considering the challenging circumstances they are facing.

To facilitate the admission process, students will be admitted based on the mark sheets issued by either the Manipur school board or the Central Board of Secondary Education (CBSE). These mark sheets will serve as the basis for assessing the academic performance and eligibility of the students for admission.

For students who have studied under the CBSE board, their mark sheets will be available digitally on DigiLocker, a government platform that provides access to important documents in digital format. This digital availability of CBSE mark sheets will simplify the verification process and enable schools to confirm the students’ academic records efficiently.

By granting provisional admission based on the available mark sheets, the Delhi Education Department aims to ensure that these students can continue their education without undue delay or difficulties. The use of digital platforms like DigiLocker further enhances the efficiency of the admission process, eliminating the need for physical documents and easing the burden on the affected students and their families during this challenging time.

The focus on provisional admissions and simplified documentation requirements demonstrates the government’s commitment to providing immediate support and opportunities for education to students who have been displaced from Manipur due to the violence. It underscores the importance of education in empowering these young individuals to overcome adversity and build a better future for themselves and their communities.

As part of the comprehensive guidelines issued by the Delhi Education Department, the heads of schools have been instructed to not only provide provisional admissions to the students affected by the violence in Manipur but also extend their support in helping these students obtain residential proof in Delhi.

The provision of provisional admissions is aimed at ensuring that these students can continue their education without any hindrance or delay, even in the absence of complete documentation due to their sudden departure from Manipur. By granting provisional admissions, the schools are acknowledging the unique circumstances these students are facing and offering them an opportunity to continue their studies.

Additionally, obtaining residential proof is crucial for students to access various facilities and services in Delhi, including education, healthcare, and other essential amenities. The heads of schools have been directed to assist the affected students in obtaining the necessary residential proof, which may include documents like a residence certificate, address proof, or any other valid identification that establishes their place of residence in Delhi.

By actively helping these students with the necessary documentation, the schools aim to ensure that they can avail all the benefits and facilities available to the residents of Delhi, making their transition and integration into the new environment smoother and more supportive.

The directive highlights the Delhi Education Department’s commitment to providing holistic support to the affected students, not just in terms of education but also in addressing practical challenges they may face in their new surroundings. The focus on both provisional admissions and residential proof showcases the department’s proactive approach in facilitating the students’ access to education and other essential services, underscoring the importance of compassion and empathy in times of crisis.

In a bid to provide comprehensive support to the students from Manipur affected by violence and help them adapt to Delhi schools, the guidelines issued by the Delhi Education Department mandate the provision of Educational and Vocational Guidance Counsellors (EVGC) services. These counsellors will play a crucial role in assisting the students and their families in navigating the new education system, addressing any challenges they may face, and providing guidance on academic and career-related matters.

Recognizing that the transition to a new education system and environment can be challenging, especially for students who may not be well-versed in the Hindi language, the guidelines direct schools to place the displaced students in English-medium sections.

This decision was taken during a meeting chaired by additional director Nandini Maharaj, with the participation of all deputy district education officers on 5th July. By placing the students in English-medium sections, the education department aims to ease their integration into the classrooms and academic activities, allowing them to focus on their studies without language barriers.

Moreover, the education department has expressed its willingness to provide assistance to senior secondary students from Manipur as well. The intention is to ensure that these students receive the necessary support and resources to continue their education at the senior secondary level, enabling them to pursue their academic goals and aspirations.

The provision of EVGC services and placement in English-medium sections demonstrates the education department’s commitment to not only ensuring access to education for the affected students but also to create a conducive and supportive learning environment. By offering personalized guidance through EVGC services and considering the linguistic needs of the students through English-medium sections, the department aims to foster a positive and inclusive educational experience for these students.

The guidelines underscore the importance of empathy and inclusivity in the education system, especially during challenging circumstances. The proactive measures taken by the education department reflect their dedication to empowering the students from Manipur with the necessary tools and resources to succeed academically and adapt to their new surroundings in Delhi schools.

The minutes of the meeting conducted by the Delhi Education Department highlighted several key directions to facilitate the provisional admissions process for students from Manipur who have been affected by violence. These directions are designed to ensure that these students can continue their education in Delhi schools even in the absence of relevant documents due to their sudden departure from Manipur.

As per the guidelines, all students up to Class 9 will be granted provisional admission. For students in classes 9 to 12 who may lack the necessary documents, the DDE Patrachar (Directorate of Distance Education) and NIOS (National Institute of Open Schooling) have been tasked with providing assistance. They will personally contact these students over the phone to facilitate their admissions, ensuring that they are not denied educational opportunities due to documentation challenges.

In addition, school authorities have been directed to assist the provisionally admitted students in obtaining residential proof in Delhi. The cluster resource centre coordinator section of Samagra Siksha, which works towards inclusive education, will play a role in supporting this process.

To coordinate and oversee the admission process for students displaced from Manipur, the Kuki Students Organisation Delhi and NCR will collaborate with the Directorate of Education. They will appoint designated Nodal In-charge individuals for each district, who will be responsible for streamlining the admission procedures and ensuring a smooth transition for these students into the Delhi education system.

These measures demonstrate the Delhi Education Department’s commitment to offering comprehensive support and assistance to the affected students from Manipur. By providing provisional admissions, offering personal assistance for document requirements, and coordinating with relevant organizations, the department aims to uphold the students’ right to education and ensure they can continue their studies without hindrance despite challenging circumstances.

The collaborative efforts between the education authorities and student organizations further illustrate the importance of community engagement and working together to address the educational needs of the displaced students. Through these efforts, the Delhi education system strives to create an inclusive and supportive environment where every student can thrive and succeed in their academic pursuits.

The decision to issue comprehensive guidelines for provisional admissions to children from Manipur who were affected by the clashes between Kuki and Meitei communities in May reflects the Delhi Education Department’s commitment to addressing the urgent educational needs of these displaced students. The violence in Manipur forced many families to relocate their children to Delhi in search of a safe and stable environment for their education.

Understanding the pressing situation, Education Minister Atishi took swift action and directed schools to urgently admit these displaced students. This directive emphasized the importance of providing immediate support to the affected children, allowing them to resume their education without delay.

In response to the minister’s call for action, the Delhi Education Department formulated and issued comprehensive guidelines to streamline the admission process for these students. By providing provisional admissions based on available mark sheets from Manipur’s school board or CBSE, the department sought to ensure that the displaced children could continue their studies in Delhi schools despite the lack of relevant documents.

Moreover, the guidelines demonstrated a proactive approach by mandating the provision of Educational and Vocational Guidance Counsellors (EVGC) services to support the students and their families during the transition to Delhi schools. Placing the students in English-medium sections further acknowledges their language barriers and strives to facilitate their integration into the new educational environment.

Additionally, the guidelines addressed the documentation challenges faced by students in higher classes (9 to 12) by enlisting the assistance of DDE Patrachar and NIOS to personally contact them and facilitate their admissions. School authorities were also instructed to assist these provisionally admitted students in obtaining residential proof in Delhi with the support of Samagra Siksha’s cluster resource centre coordinator section.

Furthermore, the collaboration with the Kuki Students Organisation Delhi and NCR to appoint Nodal In-charge for each district highlights the importance of community engagement and cooperation in ensuring a seamless admission process.

By swiftly implementing these guidelines and offering necessary assistance, the Delhi Education Department has exemplified its commitment to providing quality education to all, irrespective of the challenges they may face due to unfortunate circumstances. The timely and proactive approach taken by the authorities serves as a model for addressing the educational needs of displaced students and upholding the principles of inclusivity and equity in education.
